Triggered by the Great East Japan Earthquake, this is an art project created by contemporary artist Tatsuo Miyajima in collaboration with people living in Tohoku and those who care about the region, with the wish to commemorate the victims, pass on the memory of the earthquake, and together build the future of Tohoku. Based on the concepts of "it keeps changing," "it connects with everything," and "it continues forever," Tatsuo Miyajima, who consistently expresses life and death and the meaning of life using LED digital counters that symbolize the eternity of life, is working on the creation of the artwork "Sea of Time - TOHOKU" by fostering connections with 3,000 people in this project.
What is "Sea of Time - TOHOKU"?
The 3,000 LED digital counters in "Sea of Time - TOHOKU" each count at a different speed. They mark time with the individual "seconds" chosen by 3,000 people, continuously blinking forever, carrying the thoughts of each participant.
About the Museum Permanently Installing the Artwork "Sea of Time – TOHOKU"
The planned site for the museum is a vast area of approximately 36,744 square meters (equivalent to about 5 soccer fields), a beautiful location where the soundscape of ocean waves gradually becomes audible as you proceed from the entrance towards the sea.
With the participation of architect Tsuyoshi Tane and graphic designer Rikako Nagashima, we aim for the museum experience to be deeper and more memorable for visitors.

About the Project Team
Shaping memories of a place and the thoughts of each individual
Architect Tsuyoshi Tane, who conceives architecture from the "memory of a place," and graphic designer Rikako Nagashima, who expresses herself delicately with a unique eye for observation, will participate. Starting with Tatsuo Miyajima's work, they will collaborate to create a space suitable for fostering imagination for others, transmitting experiences and memories of disasters, and serving as an entrance to visit present-day Fukushima.
This team is also composed of the "Friends of 'Sea of Time – Tohoku' Museum" Association, formed by local residents who support the "Sea of Time – Tohoku" project, and Tae Kahara, a project director who has led numerous art projects to date.

Tatsuo Miyajima
Contemporary artist

Photo: Lisson Gallery Born in 1957. In 1988, he was invited to the Newcomer Division of the Venice Biennale, where he gained international attention for his works using digital numbers. Since then, he has held numerous exhibitions both in Japan and abroad, and has presented his works in over 250 locations in 30 countries worldwide. In 1990, he stayed in New York at the invitation of ACC. In 1993, he stayed in Paris at the invitation of the Fondation Cartier pour l'art contemporain.
His major works include "Mega Death" (1999 / 2016), "Counter Void" (2003, TV Asahi Collection), and "Sea of Time '98" (1998). He also promotes the "Revive Time: Kaki Tree Project" (1995-), in which children around the world are encouraged to nurture the second-generation saplings of persimmon trees that survived the atomic bombing. In 1998, he was awarded an honorary doctorate from the University of the Arts London.
From 2006-2016, he served as Vice President of Tohoku University of Art and Design. From 2012-2016, he served as Vice President of Kyoto University of Art and Design. In 2020, he received the Minister of Education, Culture, Sports, Science and Technology Award for Fine Arts.

With "Archaeology of the Future" – creating architecture from the memory of a place – as his concept, numerous projects are currently underway around the world, primarily in Europe and Japan. Major works include the "Estonian National Museum," "Hirosaki Museum of Contemporary Art," "Al Thani Collection at the Hôtel de la Marine," "Vitra Garden House," and "Imperial Hotel Tokyo New Main Building" (scheduled for completion in 2036). He has received numerous awards, including the Chevalier de l'Ordre des Arts et des Lettres, the French Academy of Architecture's New Talent Award, the Estonian Cultural Endowment Grand Prize, and the 67th Minister of Education, Culture, Sports, Science and Technology Award for Fine Arts (New Artist category). Born in 1980. Operating primarily in graphic design, with a focus on identity design, signage planning, book design, and spatial composition. Translates the concepts and philosophies of subjects into visual information, giving them color and form. Past works include "Sapporo International Art Festival 'City and Nature'" (2014), "Dojima Biennial" (2019), "Tohoku Youth Orchestra" (2016-), "Anish Kapoor's Overview of Collapse" (2017), "David Lynch 'Empire of the Mind' Exhibition" (2019), Pola Museum of Art's new VI plan (2020), Japan Pavilion at the Venice Biennale International Architecture Exhibition "Traces of Elements" (2021), "Ryuichi Sakamoto: Playing the piano 12122020" (2021), and Kvadrat "Irreversible Scale" (2024). Kahara Tae
Art Manager / Project Director for "Sea of Time - Tohoku"

Born in Hyogo Prefecture in 1985. Graduated from Kyoto University of Art and Design. Completed a Master's program in Creative City Studies (Urban Policy) at Osaka City University Graduate School. While still a student, worked as an intern at the Association for Corporate Support of the Arts, and was involved in planning and managing exhibitions, art appreciation education programs, and art projects, primarily focusing on contemporary art. From the autumn of 2010, joined NPO法人BEPPU PROJECT and engaged in managing various art projects in the local region. Key projects include production and progress management for art and performance works in the Kunisaki Peninsula Art Project (2012, 2013) and Kunisaki Peninsula Art Festival (2014), and developing tour programs in collaboration with local businesses and citizens.
From April 2015 to March 2022, served as a Program Officer at Arts Council Tokyo, where she was involved in the Tokyo Artpoint Project, the human resource development program "Tokyo Art Research Lab," and Art Support Tohoku-Tokyo (a disaster relief project utilizing arts and culture by the Tokyo Metropolitan Government) (2015-2020). From April 2022, she has been active as a part-time lecturer at Joshibi University of Art and Design (2022-2025), Project Manager for "Metote Lab," Project Director for Tatsuo Miyajima's "Sea of Time - Tohoku" project, and a board member of the Fukushima Tomioka Cultural Foundation (from 2025).

"Sea of Time Tohoku Museum" Supporters' Association
Established in December 2024 with the aim of supporting the "Sea of Time - Tohoku" project, realizing the construction of the museum, and revitalizing the Hamadori area of Fukushima Prefecture. The founding members were Kazuyoshi Endo (Representative, YONOMORI BAUM), Hidefumi Endo (Representative Director, Tomioka Wine Domaine General Incorporated Association), Tsuyoshi Owada (Representative Director, Tomioka Plus General Incorporated Association), Dai Fujita (Representative Director, Torifuji Co., Ltd.), and Yoichiro Naka (President and CEO, Tohoku Enterprise Co., Ltd.). The "Supporters' Association" LINE group currently has over 200 members (as of May 2026).

About the Fukushima Tomioka Cultural Foundation (General Incorporated Foundation)
Purpose of the Foundation
Our organization aims to preserve the memory of the Great East Japan Earthquake and the complex disaster, including the Fukushima Daiichi Nuclear Power Plant accident, and transmit it to the world through the exhibition of "Sea of Time - TOHOKU," a collaborative artwork created by contemporary artist Tatsuo Miyajima and 3,000 participants. We also seek to provide a platform for considering the reconstruction of Tohoku and a new future, and based on this, to contribute to the local community by promoting and disseminating local culture and art and serving as a hub for cultural activities.

Main business activities
We will plan and operate related programs centered on Tatsuo Miyajima's work "Sea of Time – TOHOKU." In parallel, we will promote the collection, preservation, research, and exhibition of contemporary art, including works by Tatsuo Miyajima and other artists from Japan and abroad, contributing to academic and artistic development. We will also actively support and disseminate information on artistic and cultural activities related to the earthquake and reconstruction. Furthermore, we will plan and implement exhibitions and events featuring cutting-edge and sophisticated expressions by contemporary artists from Japan and overseas, creating a place for exchange that connects Tomioka Town, Fukushima Prefecture, with the world. We will also promote cultural education and workshops for local residents and visitors, expanding opportunities for learning and creation. In addition, in addition to the operation and management of the museum, we will utilize the plazas inside and outside the premises as venues for local events and exchanges, and also manage food and beverage facilities such as cafes. In connection with these activities, we will establish a system to support our activities through the production and sale of catalogs and other printed materials.
